    The University, as a recipient of federal funds, is subject to anti-lobbying rules that restrict contact by mail, telephone, or in person with employees of federal agencies or congressional offices, and with members of congress. The restrictions prohibit contacts between University and federal employees after proposals requesting federal funds have been submitted by the University, until action has been completed by the federal agency. University personnel may, however, respond to questions from federal employees, and may explain the content of a proposal.
