PY 2018 Open Enrollment Webinars for Active State Employees

Employees will need to actively enroll during the October Open Enrollment period through the Member Administrative Portal (MAP) to have the health plan of their choice in 2018. Those who do not actively make their elections for 2018 will be defaulted to the new Plan N with an HRA. New health plans will be available for 2018. To learn more Information, attend one of the Open Enrollment meetings or Open Enrollment webinars on the health plan options for active State of Kansas employees for Plan Year (PY) 2018. For the webinars, your computer will need to be equipped with speakers to hear the broadcast. After registering, you will receive a confirmation email containing information about joining the webinar. You will also receive an email 1 hour before the broadcast with the information needed to join the webinar.

KPERS Optional Life Insurance Open Enrollment: October 1-31!

As part of your KPERS benefits, Wichita State University offers Optional Life Insurance, additional coverage beyond KPERS basic life insurance. You decide how much you need and pay your premiums through payroll deduction. Open enrollment is from October 1-31. Most members can get guaranteed coverage during open enrollment. You don't need to do anything if you are happy with your current coverage.

2017 Biometric Screenings

Please don’t forget that the Health Assessment is REQUIRED for employees and enrolled spouses to earn the 2018 Premium Discount through the HealthQuest Rewards Program! By participating in the required Health Assessment, you will receive 10 credits and Plan C members will receive an HRA/HSA contribution of $100. Plan A and Plan C Employee and Employee/Children Coverage will earn a $480 reduction for 2018 and Employee/Spouse and Employee/Family – both the Employee and Spouse can earn a $240 reduction ($480 total) for 2018. Plan C members will also earn HRA/HSA dollars per activity (up to $500 per employee and spouse) to be deposited in 2017. Please continue to track your completed wellness activities in your HealthQuest wellness portal through December 31, 2017 to receive your full premium reduction (November 9, 2017 for Plan C HRA/HSA contributions). Only 5 Months Left to Earn Your 2018 HealthQuest Premium Incentive!

Employees and spouses enrolled in medical plans A and C, you have until Sunday, December 31, 2017 to complete your Health Assessment (worth 10 credits) and earn 40 total HealthQuest Credits and get the premium incentive of $480 for 2018.

Plan C members have until Thursday, November 9, 2017 to complete activities for HSA/HRA contributions. After November 9, 2017 all activities will only count as credits.

December 2017 exams need to be reported to SOK by January 31st for credits in the 2017 program year.

State Employee Health Plan - Dependent Audit by AON Hewitt

An email was sent to many employees on 4/17/17 regarding the random dependent verification audit that is being conducted by AON Hewitt on behalf of the State Employee Health Plan (SEHP). Please note, the receipt of the email alone does NOT mean you have been selected as part of the random audit. Employees must also receive a separate notification letter, mailed to their home, from AON Hewitt with additional instructions on participating in the audit. Unless an employee has received that letter, the April 17th email can be disregarded.

It is important to understand that this type of random audit is a standard practice for large employers, and is conducted in order to protect the integrity of the State Employee Health Plan and prevent fraud and abuse. While some frustration and concern from participants is to be expected, this is a necessary process and participants can be assured that the information they are being asked to provide will be used only for the purposes of this audit. Any questions about the verification process for those individuals who received a letter from AON Hewitt should be directed to the Dependent Verification Center at 1-800-725-5810 (dial '0' to reach a representative).

Farewell After 27 Years of Service

The Office of Human Resources will be saying good-bye to a longtime friend and co-worker. Joan Antes has announced her retirement effective December 17, 2016. Joan began her career in Student Financial Planning and Assistance (now known as the Office of Financial Aid) on November 20, 1989. She transferred to the Office of Human Resources on February 10, 1998. Many across campus know Joan through her various roles: university timekeeping guru, CEEDS administrator, Substantial Interest contact, new employee on-boarding associate, ePAF approver for lecturers, U3 and U4 hires just to name a few. She has been an asset to our office and the university and we have all been fortunate to know her and work with her. If you get a chance, please let her know how appreciative you have been of her service. Send her an email or drop her a card (Box 15).

Colonial Life Insurance - Open Enrollment Ends November 30, 2016

Colonial Life will be providing free benefit counseling sessions to all employees to discuss the new 2017 health benefits, as well as provide an opportunity to learn about open enrollment for our new Accident, Cancer, Critical Illness, and Hospital Confinement insurance benefits through Colonial Life. Personal sessions will be held for all benefits eligible employees where they can have 1-to-1 consultations to discuss all available employee health benefits and cost savings tools. The 2017 HealthQuest Program is starting to take shape. There are separate versions for Plan A Health Plan Members and Plan C Health Plan Members. The State Health Plan will be hosting webinars in December to further discuss the new program as well as demonstrate the new HealthQuest portal. Remember the new HealthQuest program year will run calendar year and participants need to earn 40 credits for the premium reduction in 2018.

Flexible Spending Account (FSA)

As a State Employee Health Plan member, you will have the opportunity to participate in a Flexible Spending Account (FSA) benefit for the 2017 plan year! The FSA allows you to set aside money on a pre-tax basis to pay for eligible medical, dental, vision and dependent care expenses. By using your FSA to pay for these expenses with tax free dollars you are able to save $0.25 or more on every dollar you spend. The amount you choose to contribute is taken out of your paycheck in equal amounts each pay period.
Members will continue have the following three types of FSAs accounts choose from depending on their needs and eligibility:

  • Health Care FSA: For those enrolled in Plan A to set aside funds for qualified medical, dental or vision expenses as well as co-pays.
    • Eligible Expenses Example
      • Co-pays and deductibles
      • Prescriptions
      • Chiropractic care
      • Diagnostic tests
      • Hearing aids
      • Hospital services
      • Insulin
      • Medical equipment
      • Physical or speech therapy
  • Dependent Care FSA: Regardless of which health plan you choose, this account allows you to set aside funds for any qualified daycare expenses.
    • Eligible Expenses Example
      • Before-and after-school programs
      • Nursery school & preschool
      • Day care (child &adult)
      • Summer day camp
  • Limited Scope FSA: For those enrolled in Plan C to set aside funds for any qualified dental or vision services.

Standard Life Insurance is offering another optional group life insurance (OGLI) open enrollment period beginning October 1st through the 31st. Dependent Verification from the State Health Plan
The State Health Plan is conducting a random dependent verification, performed by Aon Hewitt. Letters were mailed around 3/31/16 to selected employees from Aon requesting dependent eligibility information. Follow the instructions on the letter to comply with their request. Office Ergonomic Assessments
Human Resources, in conjunction with The Kansas Department of Labor’s Division of Industrial Safety and Health, will be offering office ergonomic assessments on March 23rd, 2016. Each assessment takes 15 to 20 minutes. This program has been developed to help staff and faculty identify ergonomic hazards in their office workstation, most of which can be corrected by rearranging the workspace. We are inviting employees interested in the evaluation to sign up by sending their name, title and department/office location to Sarah Hunter ( There are very limited slots available, so sign up soon. If there are more assessments requested than available time, a second date will be offered and announced in the future.

USS to UP Opportunity – KPERS Individualized Retirement Comparison Statements
The opportunity for USS (University Support Staff) to switch to UP (Unclassified Professional) positions effective 6/5/2016 provides a one-time opportunity to make a one-time irrevocable decision to change retirement plans from KPERS to a KBOR (Kansas Board of Regents) plan. The HR Benefits Team began sending out KPERS Tier 1 and 2 employees’ Individualized Retirement Comparison information via campus mail on March 2. Employees with KP&F and KPERS 3 should be receiving their statements at a later date when available. Members age 65 and older will not receive comparison statements as the data provided on the estimates is only up to age 65. All employees are welcome to make an appointment with HR Benefits to discuss specific details. For more information go to

February HealthQuest Biometric Screenings (FREE)
The WSU campus will be holding Free biometric screenings (worth 5 points) to help you complete your HealthQuest discount. Remember you must complete the Health Assessment Questionnaire (worth 5 points) and obtain a total of 30 points to qualify. Screenings will be held Wednesday-Thursday, February 24th-25th, at the Rhatigan Student Center, Room 261 from 8:00 AM to – 5:00 PM. All Health Savings Account and Health Reimbursement Account members will receive their new Optum® payment cards soon!

The new Optum payment cards will arrive throughout February and members will have them in hand by March 2, 2016, the date they will become active. Here is what you need to know about the new cards:

  • All cardholders will receive a new card replacing their current US Bank card.
  • The new Optum payment card will function the same as the US Bank card.
  • There is a 1-day period on March 1 when neither payment card will work. This is necessary to ensure that the new cards are functioning properly. If this creates an inconvenience for any member, they can call the customer service number on the back of their new Optum payment card to discuss alternative options.

Key Dates

  • February 29, 2016: Member’s current cards will work through the end of this day. After this date, current US Bank cards will no longer work.
  • March 1, 2016: On this day, neither the US Bank card or the new Optum payment card will work to ensure the new Optum payment cards are functioning properly
    NOTE: If this creates an inconvenience for any member, they can contact the customer service number on the back of the Optum card.
  • March 2, 2016: Employees will be able to use their new Optum cards beginning on this date.

These key dates will also be communicated with your new cards. Employees can review Frequently Asked Questions about the new cards by logging in to the consumer portal.

2015 Required Tax form 1095-C
Due to the Affordable Care Act, a new form will be required for all employees when filing your 2015 taxes – the IRS 1095-C form. The State of Kansas will mail forms to your homes on Tuesday 1/26/16. Put this form with your other tax-related documents. Similar to a W-2 or 1099 form, you will need to have it if you prepare your own taxes, or provide it to your tax professional who helps prepare and file your taxes. You may also log-in at to print one off. Log in credentials match your Open Enrollment login ID and password. If you have forgotten your log in information you can re-register by clicking on the “Register Now” button. Once logged in, the form is located on the Forms tab on the Account Overview screen, under "Tax Forms". E-mail the State Department of Health at if you have any questions.

AAO-1 Going on Phased Retirement
The Office of Human Resources will retire the AAO-1 Search Process Reports on January 4, 2016. Those who are conducting searches and have an approved AAO-1 Step 1 will complete their search using the retired AAO-1 forms.
All new USS and UP searches will use the new Search Forms found in Reporting Services. HR has updated their web pages on how to use the new forms. Benefits include an 85% reduction in approvals, a 79% reduction of paperwork, no formulas, scoring, ranking or ratings. Same-sex marriage health insurance enrollment – Newly Added
Due to the recent Supreme Court ruling the Kansas State Employee Health Plan (SEHP) is now allowing same-sex marriage partners and eligible children to be added to employee’s health insurance. All requests, due to this change, will be effective 8/1/15. Please contact either Kim Cinelli (, ext. 6121) or Micah Thompson (, ext. 3079) for information on how to apply. For marriages that occur in the future, coverage for dependents will continue to be effective the first of the following month.

Title IX Investigator Training
The Division of Student Affairs and Office of Equal Employment Opportunity is hosting Title IX Investigator Training on July 29-30. This course provides foundational knowledge and skills for civil rights investigators, deputies and Title IX Coordinators/Administrators who perform and/or oversee campus investigations. The primary focus is mastering investigation of campus sexual misconduct and sexual harassment complaints involving students, faculty, staff, and/or visitors. Individuals who do not fall into one of the aforementioned categories and choose to attend the training are not required to take on a formal role with the resolution of complaints, but there may be opportunities to do so for interested parties.
