General purchasing policies revised

President Bardo has approved the following revision to the WSU Policies and Procedures Manual:

To delineate delegation of purchasing authority to the university vice presidents. Text was inserted into the policy and the Office of Purchasing will be updating its procurement handbook accordingly.
