Now that we have had an opportunity to review the available information regarding the state's financial situation, I want to share more detailed information regarding the current state of the budget and our planned approach to dealing with it. Of utmost importance is that we are making every effort to avoid furloughs or layoffs as we move forward. This is our first priority, so that means that there will need to be other cuts -- some of which will be painful.
