Avoid 'Force Completion' for Blackboard exams

Blackboard support has seen an increase in test problems caused by the "Force Completion" tool.
- When creating a test in Blackboard, please do not use Force Completion.
- The "Auto-Submit" and "Set Timer" tools do not cause technical problems and can be used as an alternative to Force Completion.
