The Wichita fire chief and the Kansas secretary of revenue were honored at Wichita State's Hugo Wall School of Urban and Public Affairs' Celebration of Excellence on May 13. Chief Ron Blackwell received the school's Alumni Award for Outstanding Public Service and Revenue Secretary Joan Wagnon received the Hugo Award.
