English Language Proficiency policy revised

President Bardo has approved the following revision to the WSU Policies and Procedures Manual:
3.09 / English Language Proficiency -- http://webs.wichita.edu/inaudit/ch3_09.htm

To eliminate references to the Test of Spoken English, which is no longer being used, and to insert the Test of English as a Foreign Language. Principal revisions are detailed in the revised policy.
