Overview

Mandy joined the Heartland Environmental Justice Center in October of 2023.  Her interest in economic, environmental, and social sustainability to better sustain our communities’ natural resources with efficient land, water and energy use drives her work in community public service.  She has dedicated her career in sustainability policy and operations to accelerate community projects, education programs, workforce development, infrastructure, building, fleet and public transportation needs and priorities that empower environmental stewardship and equitable civic progress while reducing carbon emissions to ensure wise resource use. 

As Director of Sustainability for St. Louis County, MO, and Chief Energy Officer for the City of Chicago, IL, Mandy formulated comprehensive sustainability planning, economic development and organizational administration through grant awards, renewable energy and electric vehicle transition projects, resilient operations and maintenance, and stakeholder collaborations designed to promote and implement equitable sustainability solutions that better prepare and protect all communities.  Prior to serving government, Mandy also served the University of Missouri System in strategic business operations and the University of Missouri – St. Louis in research administration and small business incubation management.  Mandy also founded, owns, and operates Sans Carbone Sustainability, LLC; a woman-owned small business established to challenge, drive, and amplify equitable sustainability solutions across all sectors. 

Mandy holds undergraduate and graduate degrees in Public Policy Administration from the University of Missouri – St. Louis with an emphasis in Environmental and Natural Resource Development and Management, a research specialization in Energy Policy, and a Nonprofit Management and Leadership Certificate.  She is also a graduate of FOCUS – St. Louis Women in Leadership, the U.S. Department of Energy, National Renewable Energy Laboratory Energy Execs and the National Association of Counties Professional Leadership Academy.
