Legislative Branch Report
The Legislative Branch consists of the Student Senate, which establishes policies through legislation and annually approves the allocation more than $9.5 million in student fees. The Senate is comprised of 52 Senate seats, each of which represents specified portions of the Student Body, including academic colleges and certain demographics such as out of state and underserved senators. The Student Senate holds a meeting every Wednesday during the academic year at 7:30 p.m in the Santa Fe Room of the Rhatigan Student Center unless notified otherwise. These meetings are open to the public and are livestreamed and recorded and posted to our YouTube Channel. Below, you will find summaries regarding all Senate Legislation passed this Session and reports from each Senate Committee.

Legislation Summary
SB-68-149: This Act amends the language within the SGA bylaws regarding the Child Development Center Advisory Board. It restructures the membership of the advisory board and establishes a board finance sub-committee that reviews and approves the annual budget and budget request to SGA. The first read of the Act was on February 25th, and it was referred to the Diversity, Empowerment, and Inclusion Committee, where the committee made amendments that further adjusted the committee membership to include more student representation. With the amendments, the committee recommended that the legislation be approved. This Act was passed by the Senate in its second read on March 11, 2026.
SB-68-152: This Act amends the language within the SGA bylaws regarding the SGA & Sigma Lambda Beta Dreamer Scholarship. The amended language expands the scope of the scholarship to “members of the Association who exhibit financial need at Wichita State University.” The first reading of the Act was on February 25th, and it was referred to the Government Oversight Committee, where the committee recommended that it be approved. This Act was passed by the Senate in its second read on March 11, 2026.
AR-68-014: This Resolution urges the Faculty Senate in collaboration in conjunction with the Office of the Registrar and relevant academic leadership to formally review the feasibility of implementing an A+ grade designation within the University grading system. The resolution urges that, if adopted, the A+ designation maintain a cumulative grade point average cap of 4.00 in accordance with institutional data integrity standards and Registrar guidance. The Resolution also affirms that any consideration of an A+ designation should preserve faculty discretion in determining grading thresholds and should not impose a university-wide percentage grading scale. The Resolution requests that implementation, if approved, occur in a future academic term following appropriate system preparation and communication to students and faculty. The first reading of the Act was on March 4, 2026. This Resolution was passed by the Senate on March 11, 2026.
SB-68-156: This Act amends language in the SGA bylaws to reclassify agencies as recognized student organizations and creates a new category for student organizations known as agencies, which will be approved by the Student Senate. Through this Act, agencies will no longer be directly funded by SGA through the President’s Budget, and the agencies will have to go through the Appropriations process. A new tier will be created in this legislation for agencies, where agencies can request up to $30,000 in funding, unless the agency requests an exception to that limit from the Student Body Treasurer. Under this Act, Agency presidents will no longer be compensated by SGA for their stipends. The first reading of the Act was on March 11th, and it was referred to the Government Oversight Committee, where the committee recommended that it be approved. This Act went before the Senate for its second read on April 1, 2026.
SB-68-158: This Act amends language in the SGA Constitution to reclassify the Underserved Senator and Underserved Commissioner seats to At-Large Senator and At-Large Commissioner seats. At-Large Senators will be elected at-large from the general Association membership. Individuals who currently hold the Underserved Senator and Underserved Commissioner seats shall become At-Large Senator and At-Large Commissioner with the passage of the constitutional amendment. Individuals who win and accept the Underserved Senator seats in the 69th Session Spring Election shall become At-Large Senators with the passage of the constitutional amendment. The first reading of the Act was on March 11th, and it was referred to be reviewed by the Committee of the Whole. This Act went before the Senate for its second read on March 25, 2026.
SB-68-155: This Act approves the Student Fees Funding Budget for Fiscal year 2027. The Student Senate reviewed the budget and heard public forum requests from Student Fee Entities. The Student Fee Funding Budget allocates Funding for the Educational Opportunity Fund and the Student Service Fees for a total of $10 million. The Student Senate voted to amend the policy driver for the Office of Student Accommodations and Testing for the Central Office to request an itemized report that highlights any future expenditures for use of these funds prior to any spending. The Student Senate also voted to allocate $30,000 from Student Engagement & Belonging to the Reserves Contribution due to an extra $30,000 being mistakenly added to the Student Engagement & Belonging Office’s budget line. The first read for this Act was on March 11, 2026. The Student Senate voted to suspend the rules to consider the March 11, 2026 read for its second read. The Act went before the Senate for its second read on March 25, 2026.
SB-68-154, AR-68-015, and SB-68-157: These pieces of legislations’ first reads on March 11, 2026, were postponed to March 25, 2026, due to time constraints within the March 11, 2026,Senate session.
SB-68-155: This Act approves the Student Fees Funding Budget for Fiscal year 2027. The Student Fee Funding Budget allocates Funding for the Educational Opportunity Fund and the Student Service Fees for a total of $10 million. In the March 25, 2026 Senate session, the Student Senate voted to amend the policy driver for Student Health Services and Counseling and Psychological Services. The amendment to the Student Health Services policy drive removed the stipulation that Student Health Services refund the Student Government’s Student Fee Reserves $75,000. Instead, the Special Projects Account will transfer $75,000 to the Reserves. The amendment to the Counseling and Psychological Services policy driver removed the stipulation that Counseling and Psychological Services no longer charge any fees to members of the Association and that all counseling appointments be free. The first read for this Act was on March 11, 2026. The Student Senate voted to suspend the rules to consider the March 11, 2026read for its second read. The Act went before the Senate for its third and final read on March 25, 2026, where the Student Senate voted to pass the budget with a 25-0-0 Vote. This Act was passed by the Senate on March 25, 2026. The legislation will go before the Student Body for consideration in the Spring General Election.
SB-68-153: This Act adds language to the SGA bylaws establishing a framework for Joint Standing Senate Committee meetings. The first reading of the Act was on March 4th, and it was referred to the Government Oversight Committee, where the Committee recommended the legislation be approved with amendments. This Act was passed by the Senate on March 25, 2026.
SB-68-162: This Act appoints Vincent Duong as the Chief Justice of the Supreme Court for the 68th Session. This Act was passed by the Senate on March 25, 2026.
SB-68-154: This Act amends the Student Bill of Rights to include universal protections for students. Within the amendments, no student shall be precluded from participation or discriminated against in any way at Wichita State. The bill defined protected classes, discrimination definition, and accessibility definition. The first reading of the Act was on March 25th, and it was referred to be reviewed by the Student Services Committee. This Act will gobefore the Senate for its second read on April 8, 2026.
AR-68-015: This Resolution urges the University to prioritize the safety of students, staff, and faculty during inclement winter weather by aligning its inclement winter weather policies with those of USD 259. If USD 259 cancels or delays school due to inclement winter weather, the University is urged to match USD 259’s call. The Student Government Association also urges the University to consider moving all classes online or simply cancelling classes for the day as alternative options. The first reading of the Act was on March 25th, and it was referred to be reviewed by the Student Services Committee. This Act will go before the Senate for its second read on April 8, 2026.
SB-68-157: This Act amends the language in the SGA Bylaws to clarify the Freshman Definition for the Freshman Leadership Council to match the legislation that was changed for the Freshman Senator definition. The Act also clarified that the requirement for Freshman Senators to serve on the Freshman Leadership Council is optional for Freshman Senators. This Act skipped its committee read as it was written by The Government Oversight Committee, and in the March 25th Senate meeting, the Student Senate voted to Suspend the Rules to Consider the Bill Read a Second Time, and from there voted to pass the Act in the same meeting.
SB-68-163: This Act would amend the SGA Bylaws to formally add the Director of Student Transfer Experiences position. This Act skipped its committee read as it was written by The Government Oversight Committee, and it went before the Senate for its first read on March 25th.

The following policy notes correspond to the footnotes next to the entity name
- Policy Note for the Non-Traditional Scholarship: This entity has until June 30, 2026, to bring the scholarship in compliance with SGA Bylaws regarding the non-discrimination clause. Policy Note for Student Health Services: Reimbursement will come from the Special Projects fund to the amount of $75,000.
- Policy Note from the CDC Reduction: Funds shall be zeroed out.
- Policy Notes for HOPE Services: Funding for this entity is restricted to expending allocated funds only towards applied learning opportunities. This entity, effective July 1, 2026, is now considered an Educational Opportunity Fund with all restrictions and limitations as defined by the Educational Opportunity Fund definition.
- Policy Note for Student Outreach Services: This entity is funded with a one-time allocation for FY 2027. The Central Office is directed to locate the funds for this allocation and notify the Student Body President of such action prior to the release of funds no later than August 1, 2026.
- Policy Note for Office of Student Accommodations and Testing: The Central Office is directed to request an itemized report that highlights any future expenditures for use of these funds prior to any spending or shall sweep all unspent funds from prior fiscal years and FY26 no later than July 2, 2026, from this entity.
- Policy Note for Campus Recreation: Campus Recreation cannot incorporate expenses relating to the Coleman Tennis Complex into their operating budget without the express permission from the Student Body President and Student Body Treasurer.
- Policy Note for Compensation Increase: These funds shall be held in the Student Fees Contingency Fund until the State of Kansas Legislature and Kansas Governor have enacted the FY2027 State Budget and any changes to salary take effect via university policies. Funds shall be released upon notification by the Budget Office to the Central Office. The Central Office shall notify the Student Body President, Student Body Vice President, Student Body Treasurer and Speaker of the Senate of any action releasing any funds no later than June 30th and shall file a detailed report highlighting which entity the Funds were disbursed to and shall update the FY 2027 allocation to highlight those changes.
- Policy Note for Health Insurance Increase: These funds shall be held in the Student Fees Contingency Fund until any changes to Health Insurance take effect via university policies. Funds shall be released upon notification by the Budget Office to the Central Office. The Central Office shall notify the Student Body President, Student Body Vice President, Student Body Treasurer and Speaker of the Senate of any action releasing any funds no later than June 30th and shall file a detailed report highlighting which entity the Funds were disbursed to and shall update the FY 2027 allocation to highlight those changes. Furthermore, funds shall only be disbursed by the Central Office to entities for filled positions not vacant positions.
- Policy Note for Student Organization Funding: Funding shall be absorbed by the Student Government Association and allocated from within to fund this item.
- Policy Note for the Reserves Transfer: The Special Projects Account shall transfer $75,000 and shall be transferred to the reserves. The Central Office is directed to produce a report verifying compliance with this action by August 1, 2026.
- General Policy Note: Every student fee entity is required to establish a separate fund to hold all Student Fee funds allocated each year. The Central Office is directed to produce a report verifying compliance with this action no later than August 1, 2026. The Central Office is further directed to create policy to embed this into the Budget and Finance Code of SGA Bylaws. This policy note should exempt the Rhatigan Student Center due to the uniqueness of its 501c3.
- General Policy Note: No transfers may come out from entity Student Fee accounts as created in Section 3, and any transfers are restricted without pre-approval from the Student Government and the Central Office.
- Policy Note for the Student Fee Increase: For FY 2027, the current $24,250 student fee increase shall be absorbed to the SGA Special Projects account.
- General Policy Note: direct the Central Office, in partnership with the Budget Office, to produce a detailed report by Friday, April 3rd of all cash balances by all student fee entities, that are specific to prior fiscal year and including FY25 carryforward and file that report with the Student Government for review. This should only consider the funds that are purely student fees. This report shall exempt the Rhatigan Student Center.
Standing Senate Committees
The Legislative Branch has four Standing Committees of the Senate:

- Student Services
- Diversity, Empowerment, and Inclusion
Each Standing Senate Committee shall research, report, and make recommendations to the Senate regarding action related to their respective areas of responsibility and undertake other efforts as decided by the Senate.
Senate Committees meet at 5:30 P.M. every Wednesday unless otherwise arranged by their respective Chairperson.
Senate Committee Reports
The Government Oversight Committee meets in Smoky Hills Room, RSC 258.
The Government Oversight Committee continues its work to review, strengthen, and clarify the governing policies that guide the Student Government Association. The Government Oversight Committee remains committed to ensuring transparency, consistency, and structural support across SGA. Over the past two weeks, the committee has prepared several legislative items that are scheduled for the committee read:
- The committee presented two bills for first read in Senate, including updates to the Freshman Leadership Council to align with the revised freshman definition and clarify participation requirements, as well as the establishment of a Director of Student Transfer Experiences position within SGA.
- Within the committee, members reviewed proposed amendments related to Association Agencies to further refine their structure and oversight.
- Chairperson Tiwana, along with Senate leadership, contributed to drafting legislation to amend Underserved Senator seats to ensure compliance with university statutes. This bill was presented on the Senate floor for its first and second read.

Chairperson Hansen, Senator Winslow, and Senator Short met with Chief Schroder, Captain Garwood, and Captain Herl of the Wichita State University Police Department on March 6th to create an outline of the membership and mission of a new Police Advisory Board. Senator Argumedo is finalizing the initial legislation for the Lyft Medical Rideshare initiative, and Senator Miller is also concluding their resolution regarding the support of undergraduate researchers. Senator Tims’ An Act to Prioritize the Coordination of WSU and USD 259’s Inclement Winter Weather Policies and Senator Hatch’s Act to Amend the Student Bill of Rights both had their first read on March 25th. Senator Saeed has reached out to TRIO SS and TRIO STEM to offer support, as well as Dining Services, regarding student employees at Shocker Dining Hall.
The Diversity, Empowerment, and Inclusion Committee meets in Lancelot Room, RSC 203.

The Diversity, Empowerment, and Inclusion Committee has been making its final edits onto the International Mentorship Bill along with making a new bill about an Orientation Program for international and transfer students with the primarily sponsor being Senator Artiaga. Every week the committee has been making weekly goals and initiatives that the senators hope to achieve before their session ends. The Executive Branch along with Senate Leadership is working on the Standing Senate Committee Restructure discussions including the Diversity, Empowerment and Inclusion Committee.

The Plus/Minus Grading legislation has officially passed in the Student Senate. This represents a significant step in advancing academic policy and reflects strong student input on grading practices. The next phase of this process will involve presenting the legislation to the Faculty Senate for review and consideration, pending final approval from the Student Body President. Continued collaboration with faculty will be important to ensure the proposal aligns with academic standards and supports student success.
