Overview
Dr. Courtney D. McHenry serves as Associate Vice President for Civil Rights, Title IX & ADA Compliance at Wichita State University, where he provides executive leadership for the University's Office of Civil Rights, Title IX & ADA Compliance (CTAC). In addition to serving as the University's Title IX Coordinator and Clery Compliance Officer, he leads institutional efforts to advance civil rights, compliance, ethics, accessibility, and institutional safety through policy development, strategic planning, risk mitigation, education, and cross-functional collaboration. As a member of Wichita State's Enterprise Risk Management (ERM) Team, Dr. McHenry collaborates with leaders across Information Security, Privacy, Public Safety, Human Resources, General Counsel, Internal Audit, and other administrative and academic units to identify, assess, and mitigate enterprise risks while strengthening institutional resilience and organizational governance.
Dr. McHenry's career spans executive leadership in both higher education and municipal public safety. Prior to joining Wichita State University, he served as EEO Compliance Officer and Assistant Safety Director for the City of Columbus Department of Public Safety, where he was a member of the Safety Director's Leadership Team. In this executive leadership role, he advised senior leadership on employment compliance, organizational risk, workforce equity, and strategic initiatives while overseeing Title VI and Title VII compliance, education, and training for the Divisions of Police, Fire, and Support Services. He collaborated with the Office of Internal Affairs (Police) and the Department of Professional Standards (Fire) on complex employee relations and equal employment opportunity investigations, supporting executive decision-making, organizational accountability, and regulatory compliance across the Department.
His higher education leadership experience includes appointments at Florida International University, Florida State University, and West Virginia University, where he contributed to the development of enterprise compliance programs, directed complex investigations, advised executive leadership on regulatory and operational matters, and implemented policies and training that strengthened organizational effectiveness, accountability, and regulatory compliance.
In addition to his executive leadership responsibilities, Dr. McHenry serves as Affiliate Graduate Faculty at Wichita State University, where he teaches in the Organizational Leadership & Learning graduate program.
Dr. McHenry earned bachelor's degrees in Criminal Justice (Legal Studies) and Spanish from Florida Agricultural & Mechanical University, a Master of Science in Criminal Justice from the University of Central Florida, and a Ph.D. in Ethical Leadership from St. Thomas University. His research interests include ethics and organizational leadership, Title IX administration, workplace culture, and strategies for strengthening institutional governance.
He is a Certified Compliance & Ethics Professional (CCEP) and an Equal Employment Opportunity Professional (EEOP). Earlier in his career, he held Sensitive and Secret security clearances while conducting national security investigations on behalf of the U.S. Office of Personnel Management.
Dr. McHenry is a proud member of Alpha Phi Alpha Fraternity, Inc., the Alpha Phi Sigma Criminal Justice Honor Society, and the Kappa Gamma Pi National Catholic College Graduate Honor Society. A first-generation college graduate, he remains committed to ethical leadership, public service, and expanding opportunities for future generations.
